Commented Issue: I have MDT frontend installed but I can't get the welcome page to come up... [10109]

I have MDT frontend installed but can't get the welocme page to appear. Where do I click or what do I click on to bring up the welcome page?

Server 2008 R2 Standard SP1

Created content below inetpub\wwwroot folder and application user is admin.

Converted it to create an application.

Credentials are correct.

Folder contains correct files.

I don't know how to create the web page, how is that done?
