Commented Issue: I have MDT frontend installed but I can't get the welcome page to come up... [10109]

I have MDT frontend installed but can't get the welocme page to appear. Where do I click or what do I click on to bring up the welcome page?

ALso I have it some what working on the servr itself but can get it to work whe I go to the link outside of the server.
