Commented Issue: I have MDT frontend installed but I can't get the welcome page to come up... [10109]

I have MDT frontend installed but can't get the welocme page to appear. Where do I click or what do I click on to bring up the welcome page?

I seem to have the frontend setup correctly but when I try to connect, evaluate or upgrade Database I get an error, "timeout expired. the timeout period elapsed prior to completetion of the operation of the server is not responding. No MDT Database found. Please select the correct Database, or create a new Database". I created the database in MDT and it created successfully and all of this is on the same server, any suggestions??? It seems like a permission issue but I'm local admin and I'm also trying different accounts with elavated privileges.
